Croup is a bark-like cough and shortness of breath that toddlers
can get as a result of a cold virus. The swelling of tissues around
the voicebox makes it difficult to breathe. The traditional remedy
has been sitting in a bathroom made steamy by running hot water
into the shower or bath. However, parents who have dealt with
croup say that cold air works better than hot steam, likely because
the coolness reduces swelling in the throat. Dress baby warmly
and open a window to let in cool air. If this doesn't work after
20 minutes, or if baby is panicking or fighting for breath or
has a fever above 102 degrees F, go to the emergency room, as
croup can be life-threatening.

Most baby care books have sections on croup. Dr. Sears "Baby
Book" has an excellent section, including tips on helping
baby relax, which will also help the airway relax.
